This bill has paid special attention to radio and television in the field of content production in the virtual space and has emphasized the monopoly of this organization on some of the productions. Also, the devices are obliged to implement the approvals of the Supreme Council of Cyberspace in the field of security and management of cyberspace.
The growth of the share of the digital economy at least up to ten percent
In Article 18 of this bill, for the development of the ecosystem and the inclusive growth of the digital economy and the promotion of the share of the digital economy in the country’s gross domestic product to at least ten percent, the Ministry of Communications is obliged, with the participation of the Program and Cooperation Organization of the Ministry of Economy and the Presidential Practical and Technology Vice President, to issue a national document To develop the country’s digital economy in compliance with the strategic document of the Islamic Republic in cyber space (approved by the Supreme Council of Cyber Space) within 6 months from the date of promulgation of this law, to be compiled and approved by the Council of Ministers.
Executive bodies are also obliged to provide digital businesses with access to their data and information while maintaining security and privacy.
In this article, the duty of banks and financial and credit institutions, financial funds and the stock exchange organization is to prepare regulations within 6 months that intangible assets with the ability to exchange in the market, including digital assets, are accepted in the processes of validation, collateral, guarantee and underwriting.
Providing the necessary infrastructure for the development of the digital economy of communication and information is specified as the task of the Ministry of Communications with the participation and investment of the private or non-governmental sector. The Statistics Center of Iran should also, in cooperation with the Ministry of Communications, develop a system for measuring the contribution of the digital economy to the added value of the country’s economy and implement it periodically.
Providing skilled and specialized human resources necessary for the development of the digital economy is the responsibility of the ministries of science, labor, education, health and treatment, and in cooperation with the Ministry of Communications and the employment administrative organization of the country, which must prepare the national program for the development of digital skills of the country.
In the seventh development plan, domestic traffic has increased to seventy percent. In Article 19, it is stated that for this purpose, the Ministry of Communications is obliged to prepare the economic model and its tariff system in cooperation with the National Center for Virtual Space and submit it to the approval of the Communications Regulatory Commission.
Retirement insurance for virtual platform operators
The critical situation of pension funds has caused the Seventh Plan to pay more attention to virtual platform businesses. In paragraph b of article 64, it is stated that the providers of cargo and passenger transportation services who operate through virtual platforms and do not have pension insurance, are obliged to insure themselves in the social security organization. Also, the owners of virtual platforms are obliged to make any payment to these people subject to the provision of a pension insurance certificate from the social security organization. The regulations of this article will be approved by the Cabinet of Ministers at the proposal of the Ministry of Labor Cooperation and Social Welfare no later than 9 months after the promulgation of the law.
Content production and regulation in cyberspace is the responsibility of the Ministry of Guidance and Broadcasting
Article 164 of the Seventh Plan has been compiled about content production in virtual space and digital media and regulation and supervision in this area. With the approach of “expanding and deepening Iranian Islamic culture and effectively confronting the psychological warfare and cultural and political invasion of the enemies”, this article has made a division between the devices for content production.
Based on this, the responsibility of regulating and issuing licenses and monitoring news agencies, written media, books, computer games, advertisements and the like, which is within the framework of the duties and missions of the Ministry of Culture and Islamic Guidance, is also the responsibility of that ministry in the context of cyberspace.
Also, the responsibility of regulating, licensing and monitoring active media in the field of audio and video, including user-oriented and publisher-oriented media, as well as the home television network, especially the production of TV series and programs and the like, is the responsibility of the Broadcasting Organization.
Sed and Sima is also responsible for licensing, monitoring and regulation of advertising and advertisements in the field of surround sound and video, as well as the production and live broadcast of programs and licensing and supervision of live broadcasting in the virtual space will be exclusive to Sed and Sima. .
Setting up a national identity database with the possibility of identifying the causal and relative relationships of persons
Article 285 obliges the civil registration organization of the country to set up a national identity database of natural and legal persons with the possibility of identifying the causal and relative relationships of natural persons and household identification. This organization, in cooperation with the National Center for Virtual Space, is obliged to provide authentication service in the provision of electronic services to all public and private sectors within one year after the announcement of the program.
At least 5% of the budget for the defense and security sector
Article 259, which is related to the strengthening of the defense base, allocates at least 5% of the budget to the defense and security sectors.

Based on Article 262, the government is obliged to increase the level of cyber training of managers and employees of executive bodies in accordance with the approvals of the Supreme Council of Cyberspace and the coordination of the Non-Active Defense Organization and the Security Center for the Production and Information Exchange (AFTA) in order to prevent the penetration and disruption of the software systems of the device. concerned and develop preparations.
In Article 268, measures have been considered to promote the governance and cyber power of the Islamic Republic of Iran to the level of influential global powers and to enjoy the initiative. All executive bodies are required to implement the Supreme Council of Cyberspace and the responsibility of compliance of decisions and executive actions with the Supreme Council of Cyberspace is the responsibility of the highest executive body.
In cases where the Supreme Council of Cyberspace obliges the executive bodies to prepare an executive plan, the bodies are obliged to prepare and send the mentioned plans to the National Center of Cyberspace, within the limit of the notified credits in the schedule of preparation and regulation of the budget of the whole country, and after its approval, the center to reflect the program and budget of the country.
Finally, the command of cyberspace security and management of this area is the responsibility of the country’s national cyberspace center.
