Executive bodies are also obliged to provide digital businesses with access to their data and information while maintaining security and privacy.

In this article, the duty of banks and financial and credit institutions, financial funds and the stock exchange organization is to prepare regulations within 6 months that intangible assets with the ability to exchange in the market, including digital assets, are accepted in the processes of validation, collateral, guarantee and underwriting.

Providing the necessary infrastructure for the development of the digital economy of communication and information is specified as the task of the Ministry of Communications with the participation and investment of the private or non-governmental sector. The Statistics Center of Iran should also, in cooperation with the Ministry of Communications, develop a system for measuring the contribution of the digital economy to the added value of the country’s economy and implement it periodically.

Providing skilled and specialized human resources necessary for the development of the digital economy is the responsibility of the ministries of science, labor, education, health and treatment, and in cooperation with the Ministry of Communications and the employment administrative organization of the country, which must prepare the national program for the development of digital skills of the country.

In the seventh development plan, domestic traffic has increased to seventy percent. In Article 19, it is stated that for this purpose, the Ministry of Communications is obliged to prepare the economic model and its tariff system in cooperation with the National Center for Virtual Space and submit it to the approval of the Communications Regulatory Commission.

Article 164 of the Seventh Plan has been compiled about content production in virtual space and digital media and regulation and supervision in this area. In Article 268, measures have been considered to promote the governance and cyber power of the Islamic Republic of Iran to the level of influential global powers and to enjoy the initiative.
